SnappyTV was founded in 2010, which makes it a relatively young company in context of the Internet. Twitter Amplify, by definition, is viewed as a program that is able to help advertisers reach viewers, beyond TV, onto the social network in question. Twitter has been heavily focused on video and it's clear as to why.
